As part of the Mid-America Regional Council's Creating Sustainable Places grant, the Troost and Emanuel Cleaver II Boulevard Plan provides specific recommendations for a crucial intersection of Troost Avenue. Based on a market analysis, Collins Noteis & Associates, in a joint venture with Taliaferro & Browne, led a multi-disciplinary design team in working with the surrounding community and property owners to develop a realistic yet catalytic redevelopment plan for a struggling commercial corridor.

 

The LCRA identified four key development sites within the area for evaluation. Through a community charrette process, 3 overall coneptual plans were developed, and a preferred concept was selected for more detailed development. The resulting recommendations include 112 new and rehabilitated apartment units, 20 new townhomes, 26,000 square feet of retail, and 19,000 square feet of new institutional space for a total of $56 million in investment. The plan was adopted by the LCRA Board and is an active area of focus for the surrounding neighborhoods.
